Who and the hell decided this was a good idea?

Surfing is cool but what if we attached a dude to a giant fucking kite and just turned him loose..... This had to be created on a Diaz brothers style bender. Whne Rampage went cruising in his truck on the sidewalk... he said kite surfing was a bad idea
